PURPOSE OF THE ROLE

Harvey Group is a Northern Ireland-based mechanical and electrical contractor with a growing facilities management division, delivering projects and maintenance across Northern Ireland, the Republic of Ireland and Great Britain.

The HSEQ Manager is the Group's lead competent person for health, safety, environment and quality. You will own our integrated management system, set the standard on every site and contract, and be the person the MD relies on to know that our people, subcontractors, clients and the public go home safe.

This is a hands-on role. You will spend real time on site, bring HSEQ expertise in-house, and maintain a positive culture that includes all employees and subcontractors.

KEY RESPONSIBILITIES

Leadership and strategy

  • Lead health, safety, environment and quality across the company and act as the Group's appointed competent person.
  • Set an annual HSEQ plan with targets, agreed with the Managing Director.
  • Advise directors and managers on their legal duties and on the safety implications of business decisions, tenders and new work.
  • Champion a positive safety culture through visible leadership, recognition and consistent challenge of unsafe behaviour.

Safety management system

  • Own, maintain and improve an integrated HSEQ management system: policies, procedures and company handbook content.
  • Maintain accreditations and prequalification, including Constructionline Gold and client-specific schemes.
  • Manage the relationship with external HSEQ consultants, bringing work in-house where it adds value.

Contracting projects

  • Review pre-construction information and support tender submissions with H&S content and method statements and risk assessments.
  • Review and approve RAMS, permits to work and lift plans for higher-risk activities.
  • Carry out site inspections and audits, and close out actions with site teams.
  • Vet and monitor subcontractor H&S competence and performance.

Facilities management

  • Set safe systems of work for maintenance in occupied client premises, including permits to work, isolations and lone working.
  • Oversee compliance for statutory and specialist work, including water hygiene and Legionella control, asbestos awareness, F-gas, electrical safety and work at height.
  • Support contract managers with client H&S reporting and audits.

People, training and wellbeing

  • Working closely with the contracts administrator, oversee H&S inductions and toolbox talks, and maintain a training matrix covering cards, tickets and refresher dates (CSR, CSCS, Safe Pass, IPAF, PASMA, SMSTS, SSSTS and similar).
  • Lead occupational health surveillance where required, such as hand-arm vibration, noise and dust.
  • Promote mental health and wellbeing awareness alongside physical safety.
  • Oversee fleet and driver safety with the fleet manager.

Environment

  • Manage environmental compliance on sites and contracts, including waste duty of care, waste transfer notes, pollution prevention and F-gas records.
  • Set up and track environmental and carbon data that clients increasingly ask for in tenders.
  • Advise on site waste and sustainability requirements in tenders and contract documents.

Quality

  • Support quality procedures for installation, inspection, testing and commissioning, with the Operations Director.
  • Track defects, snagging and client complaints, and lead root cause analysis and corrective action.
  • Support supplier and subcontractor quality checks alongside procurement.

Reporting

  • Produce a monthly HSEQ report for the MD and directors with lead and lag indicators.
  • Keep records accurate and audit-ready for clients, insurers and accreditation bodies.

ACCOUNTABILITY AND AUTHORITY

You are accountable to the Managing Director for the effectiveness of the Group's HSEQ arrangements. Directors keep their own legal duties; your job is to give them competent advice and make sure the system works.

You will have the authority to:

  • stop any work you judge to present a serious or imminent risk, on any site or contract, until it is made safe;
  • refuse or suspend a subcontractor that does not meet our H&S standards;
  • escalate directly to the Managing Director and the board on any H&S matter.

You will work to the main legislation in each jurisdiction where we operate, including:
